ITANAGAR, July 7: Lohit district unit of Department of Legal Metrology and Consumer Affairs organized a series of consumer awareness programme cum exhibition at Hawai, the district headquarters of Anjaw recently.
Addressing the campaign at Hawai, D. Linggi, Inspector, Legal Metrology& Consumer Affairs, Tezu, briefed the participants about the rights and responsibilities of common consumer and requested everyone to be vigilant during the course of their daily purchase or while availing services, including that of Govt. organizations.
Sr. Teacher of the school Raju Trivedi also detailed the pros and coins of the Consumer Protection Act and Rules as a resource person.

ITANAGAR, July 7: The All Arunachal Pradesh Handicapped Welfare Society (AAPHWS) has sought special financial package for the disabled people in the state.
In its memorandum submitted to the minister of state for home affairs Kiren Rijiju, it also demanded establishment of a residential school for disabled children with 100 per cent grant from the Centre for disabled with every facilities, implementation of disabled pension scheme and provision of various types of accessories to all the disabled of the state.

Health camp conducted at Kothung village
ITANAGAR, July 7: A health camp was conducted at Kothung village near Myanmar border by District Health Society, Tirap to mark the ongoing “World Population Day Mobilization Fortnight” on July 6.
Routine medical check up, immunization, blood slide collection etc were carried out by a team of doctors and paramedical staff led by DMO Dr K Perme, Dr. O Taggu and Dr. F. Aran.
IEC activities on population explosion and population control methods were also disseminated among the peer groups consisting of eligible couples.

AAPSU to go ahead with bandh call, condemns Taraso, Ziro incidents
ITANAGAR, July 7: Notwithstanding appeals from various organizations and sections
of the society, the All Arunachal Pradesh Students Union (AAPSU) has decided to go

The apex students’ body of the state appealed to the people of the state to cooperate and support the union and the bandh call in the greater interest of state. Emergency and essential services like ambulance, pharmacy, Press vehicles, milk vans, PCO etc. have been exempted from the purview of the bandh, informed AAPSU in a release. The students union urged the members and activists of the union to maintain spirit of democratic protest during the bandh call.
AAPSU also informed that Lower Dibang Valley Students’ Union (LDVSU) convened a meeting at Roing with the executive members of the AAPSU and extended its full support to the bandh call and demands of the apex students’ body. The meeting was attended by community based students unions, including All Idu Mishmi Students’ Union (AIMSU).
Dibang Adi Students’ Union (DASU) also strongly supported the demands of the apex body and its bandh call and said that all the people of the state should fight together with AAPSU to fulfill the demands, the AAPSU release informed. ITANAGAR, July 7: A delegation from Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) led by its president Y D Thongchi and General Secretary Gichik Taaza submitted a memorandum to Union Minister of State for Home Affairs Kiren Rijiju during his recent visit to the state. The team discussed some important issues, including implementation of minority schemes in Arunachal Pradesh, with the Union Minister.
While reiterating its opposition to implementation of minority schemes in Arunachal Pradesh, the memorandum claimed that no person or community in Arunachal Pradesh should be given double benefits for this would promote mass conversion resulting in adverse effect on the preservation and promotion of the indigenous faith, traditions and cultures of the state.
It claimed that the present list of the minority blocks and families has been prepared by a private agency from the state of Assam. As per 1978 Freedom of Religions Act of Arunachal Pradesh; only Deputy Commissioner is authorized to identify the minority population. Therefore, the government of Arunachal Pradesh should implement the Arunachal Pradesh Freedom of Religion Act’ 1978 at the earliest so that an authentic list of minorities can be prepared, the memorandum said.
The memorandum also said that the state government should initiate steps to issue minority certificates to the converts of Arunachal Pradesh and let them surrender their ST certificate at the earliest.

These observations were prompted by the poor performance of government run schools
in Lower Dibang Valley district. The government higher secondary school in Roing,
which has the highest registered students in Class X in the district with 320 students,
recorded a poor pass percentage of 51.9%. The secondary schools in Bolung and Koronu
also recorded poor pass percentage of 61.8% and 38% respectively. The Class XII exams
results of Roing and Dambuk were equally poor with low pass percentage of 41% and
32% respectively in Humanities stream. The appeal for non-
The government secondary school of Desali is now almost on the verge of being getting closed down. This school has been functioning without a gazetted headmaster and required subject teachers for many years.
This had for years prompted several parents to move their ward from Desali School to private and government schools in Roing.
Another school, a government middle school in Kebali has now almost closed down due to similar conditions. Due to shortages of teachers and for absenting ones, the parents have shifted all their children to schools in towns.
The mass migration of students to towns had the government schools in Roing overcrowded. For example, a class of 40 has to accommodate 100 students. This again has led to poor performance of the government run schools in Roing, particularly in schools were enrolment is very high.
To meet the shortages of teachers in remote areas, Shiv Kumar, Deputy Commissioner, Roing called for rationalization of the teachers. "There are excess teachers, much more than specified, in some schools of the district headquarter but shortages of teachers in schools in outpost areas," he noted.
He requested the district education authority to prepare a list of the placement of teachers with their length of service in a particular school in order to rationalize the teacher's posting in the district.
The district administration also issued an order to all SSA teachers to join their original place of postings by 12 July next. A list prepared by the administration shows that 40 Assistant Teachers and 32 Junior Teachers of SSA in the district had moved from their original posting place.

APFA striving for development of football in Arunachal
NAHARLAGUN, Jul 07: As the first Takam Sharmila Gora Memorial Football Tournament draws to a close, the state’s official footballing calendar will only now begin to unfold with the fifth edition of the Eagle Trophy set to begin at the end of this month.
Last year’s winners ITBP would be hoping to continue their dominance over the state football landscape as they look to defend their championship this year. ITBP, APP and CM 11 are the only teams exempt from following the Arunachal Pradesh Football Association’s laid norms of only allowing registered clubs to participate in the tournament.
The APFA has over the past two years tried to streamline the sports administrative side and this year’s Eagle Trophy will be another effort to improve the game’s standard in the long run. In its efforts to bring about constructive changes in the sport in the state, the APFA had earlier this month brought two technical members of the All India Football Federation for a seminar on Centralized Registration System which eases the process for football clubs to register themselves with their respective associations. Without registering with the association, clubs automatically become ineligible for participation in recognised football events.

the state teams have faced in the past couple of months when playing outside. Both
the men’s and women’s teams have been unable to make a significant dent in India’s
football scenery and the APFA hopes to change all that. One of the biggest failures
has been the inability to produce footballers from the state to represent bigger
clubs and play for the country. With the exception of late Indrajit Namchoom, Gumpe
Rime and now young Techi Amin, no other player from the state has donned the national

A big stumbling block in the development of the game has been of district sports authorities not abiding by APFA norms and allowing holding of football tournaments which are neither backed by the association nor enjoy its support. On several occasions the APFA has requested DSAs to not issue permits for holding tournaments at district stadiums which do not enjoy the patronage of the APFA. An association member said that “permitting random events to be held takes away responsibilities from organisers and leaves the pitch in a bad condition”.
The pitch and other infrastructural requirements are just the tip of the iceberg, as the football scene in the state is actually in need of a complete overhaul.

Debate begins
The Supreme Court's verdict on Monday declaring that a sharia court has no legal sanction drew sharp reaction from Muslim clerics who said that the Constitution allows them the right to work and act according to Muslim personal law. Earlier apex court said that Darul Qaza or any mufti cannot issue fatwas and try to enforce against a person who has not approached for religious opinion. SC said religion or faith cannot be used to victimize innocents. Apex court noted that though religious opinion as fatwas have a laudable object, it cannot be enforced the moment it breaches the fundamental rights of a person.
All India Personal Law Board had earlier submitted that fatwa was not binding on people and it was just an opinion of a 'mufti' (cleric) and he has no power and authority to implement it. Muslim clerics while reacting to SC ruling claim that sharia court are not doing anything parallel to the judicial system and sole motto is to resolve a matter with the consent of two parties involved in accordance with sharia. The court had passed the verdict on a PIL filed by advocate Vishwa Lochan Madam questioning the constitutional validity of Shariat courts which allegedly run a parallel judicial system in the country. This verdict by apex court has open up the debate about pros and cons of shariat laws.

Telecom woes of Dapo denizens
Dear Editor,
To be straight my fingers are pointed towards department of telecommunication (Daporijo) if at all there is any such present, which looks upon one of our basic needs which is 'communication'.
Having done my schooling and graduation from outside the state, I always relied on
telephonic conversation more than anyone else possibly could have done. Few common
things which take place every time I call back home would be-
1) I will have to dial atleast 15-
2) Consistent love of the BSNL operator. “The number you are calling is not reachable,
please try after sometime,” this is what I get to hear every-
3) Party time if it gets connected or disappointed I quit.
Initially I kept faith, hoping that someday it’s gonna work better. Lately am undergoing my training here at Coimbatore. I try calling my mom every evening and undergo the same emotions again. But this time I have buried all hopes. We are so engrossed in our daily errands that we start to feel that this is normal and alright until we come out of the shell and compare ourselves with outer world. Leave about space tourists China is sending as a part of recreation, am talking about the nearest town Ziro that has been using the facilities of all the possible telecom networks present for many years. I wonder is it this difficult to bring those mobile service providers to Daporijo??? Or am I asking for something so impossible??? Because that’s what I feel now. "DARK AGE IN DISGUISE" I term.

Open SBI Branch Bank at Kimin
Dear Editor,
Through your Readers Forum Column, I on behalf of the people of Kimin and Kakoi circle hereby make a fervent appeal to State Bank of India to immediately open their branch at Kimin town to mitigate the sufferings of common people. Kimin is the entry point to four districts namely Lower Subansiri, K/Kumey , Karadadi and Upper Subansiri but sometimes people are stranded without penny due to road blockade. They suffer a most due to want of money as there is no bank to withdraw money. Moreover, Kimin has got many salaried class people like 10th ITBP Jawans, Recruit Training Centre (RTC) ITBP personals , 2nd of its kind in India which gives training to various state and central forces, Indian Oil Corporation bottling Plant employees, 756 BRTF employees ,KV School employees, VKV Sher employees and many other central and state govt employees. Irony is that for collecting the monthly salary, one has to travel to Itanagar or North Lakhimpur due to lack of state bank at Kimin which has many rich customers. The only bank which is operating since late eighties is APRB, which is in moribund state now. No doubt the premier bank of A.P has its past glory, which benefitted only few customers but it is obsolete now because it lacks modern facility and strong fund backing. The people of Kimin especially the farmers are suffering because the only bank which is located at Kimin i.e APRB is not standing upto farmers aspiration to do something commercially to generate respectable income to support his/ her family. They cannot provide even a KCC loan forget about other loans. The farmers are not able to grow and not given chance to take up activities under agri and allied sectors despite huge potentials due to shortage of funding pattern. The only readymade reply is, there is no money with Rural Bank because of poor recovery. The student community in particular are also facing lots of problems in admission related matters and stipend withdrawal case. Even small contractors have to wait for weeklong time to get their payments because most of the contractor’s cheques are paid through SBI only. Implementation of Panchayat programmes are also facing lots of hurdle as each flagship schemes like MNREGA , IWMP etc needs bank account for public accountability.
It may be reminded that on 26th March 2012, a financial outreach camp was conducted at Kimin by RBI, wherein many private banks like ICICI, AXIS BANK, HDFC, APRB, ALLAHABD BANK and numerous other private entrepreneurs took part actively. Addressing the huge gathering of public at general ground Kimin the chief guest of the occasion H.R Khan ,the then Deputy Governor RBI amidst huge applause announced that within six months there would be a state bank branch opened at Kimin. People of Kimin burst into Joy and everyone discussed the suitable location of the upcoming bank as to where it is to be opened but it was like a day dream only. Three years have passed by, but there is no news from state bank of India. So, I want to remind the SBI authorities to kindly fulfill the public commitment which was made by one of your senior most officer and swung into action to immediately open a SBI Branch at Kimin for the convenience of common people, paramilitary forces, students and all.

As a concern citizen of Lower Subansiri, I would like to bring out the hardship faced by its denizen due to non availability of petrol and diesel in connection with demand and ongoing strike of oil tankers and employees. As it's hard to imagine a life without petrol and petroleum products for even a day in present time, so it's innocent public who has to suffer after all. It’s earnest request to oil tanker associations to call back ongoing strike so as to ease the free movement of people and urge concerned government authorities and District Administration to look into the matter and take necessary and appropriate action at earliest.
